He has compression.. so its doubtful that its cam rocker related. First check.. is there spark? Second check.. is the fuel coming from carb? If you have both of those then its a timing issue.. If it was cam gear you would think the compression would be effected or affected.. but it would be all cyli...

Sounds like a vacuum leak.
Try replacing the base gaskets. That usually where I find the leak. Back side base gasket.

They carry all the parts and brand your regular auto parts store will carry. At a reduced cost even after shipping.
If you aren't happy with the brands your local Napa, AutoZone, advanced, carquest, O'Reilly, Baxter or whoever else sells then you won't care for Rock auto.

All my 1904 were on little falcon sixes.
In 63 ford went to the Motorcraft 1100
Not sure what was on the big sixes but I doubt it was the holley.
Carter carburetor replaced the Motorcraft some time in the late 60s...

Nolan's carburetor in Spokane Wa might have the carter jets.
You would need to know what size your current jet size is.
Then figure out how much bigger or smaller you need.
Probably run find as is..

The second vacuum port is for emissions.. usually hooked up to ported coolant temp switch. You might want to replace the distributor with a single port vacuum. My thought is when you mash the gas the distributor isnt advancing properly. Next is gassy oil. Is it from a leaky fuel pump? Or is the carb...

I did the scarebird conversion because at the time it was the only four lug disc brake option available.
As I upgraded brakes after I spent big money on wheels and tires.
But hey thanks for calling me lazy because I used non ford parts on my falcon.

Drum brakes for me it is then.. I kinda like the closed knuckle set up
