Fender to Cowl Seal

Been so long I forgot where the fender to cowl seal goes. Does it go on right at the rear edge of the fender, or towards the front ahead of the attaching bolts?

Right or wrong, I stuck the seal here on the fenderwell side of the mounting bolts. I reasoned it would be better to keep as much crud away from the mounting bolts that way.

It made more sense to me to keep crud away from the mounting holes and hardware, so I put them as pictured. I test fit the fenders against the cowl with the seal there and I liked the way it sealed.
