My '65 F100 swb is leaning noticeably to one side when measuring from the back. The right side is about 1/2" low compared to the left. I'd like for it to be level. Can this be fixed with shims under the leaf springs?

yes as long as the locator pin is retained and still functioning (long enough)

I just finished dealing with this on my unibody.
Having the frame straightened on a rack at a body shop would fix frame issues.
If your frame is straight
Make sure your shocks are not riding the inside of your frame rails.
Make sure you have not installed an anti sway bar that is bent, then I would measure frame to ground on a level surface at the axle and have the springs re-arched at a spring shop.
I would do the re-arching of the spring before adding a shim.

Pay close attention to spring eye bushings as well.
