Square holes by interior air inlets

My truck has a 1x2" square hole cut in the metal on each side of the interior down by the footwell near the air inlet flapper.

Am I missing a cover plate or something?
Are these to access something?

Hole is for access to the top rear fender bolt, not all trucks had the cover. I think just the later years custom cab.

There are covers for these holes, but not available NEW. I'm sure asking on the site, someone will have a parts truck with some that you may be able to purchase. I had to get some for my 64 Standard Cab, because it does help to keep cold air out. We sometimes have some cold Winters, but not this year yet. Today on Christmas Day it was 61 degrees......
