Interior Dial Panl Questions

I got my new slick!! I've notice while driving it that I hardly have any light behind the dial panel to display Speed, Tact, Gas, etc. When I activate the high beams, however, I have plenty of light with the exception of the Tactometer. Is this a wiring issue? Is it a fuse? Should I just replace the lights? Please leave any suggestions on how to diagnose/fix this problem.

P.S-When my headlights are on low beams I can't hardly see anything. Would this problem be relative to the issue(s) above?

On my dash I replaced all the bulbs and cleaned and repainted the reflective surface with white.
For the head lights they are wired stock to brighten and dim with the revs of the engine. If you put relays in place and run them from the battery they will be brighter and not pulse. I believe in the HINTS section they show how to wire the relay. (put it in line of the and use stock wire to activate realy and power from battery is relay power etc)

I looked in the HINTS section and didn't see anything on how to relay that to the battery :-( .... any ideas?
