why is this shim only on the passenger side and not driver? does it need to be on both sides?

I had one of those on my '67 f250. I could have sworn that I took two out (one on each side) but I could only find one when I put it back together.....

Not on my truck! In fact, certain un-named people suggested I might install mine on the driver's side
