Fluttering amp gauge

The amp gauge in my 66 will flutter at idle but as soon as its above idle the needle is steady,its done it since I got it and has different alternator and regulator and still the same so is there anything I am over looking.

Either an intermittent draw at idle or a bad ammeter.. If alternator has been upgraded, the ammeter may not be able to handle the additional charging and may be on the verge of failure.

The alternator is of similar size so probably the gauge.
