the carb has a 2bbl carb with a spark control valve like on a 223 carb.

It appears to be a 1955 272 CID "Y Block" 2V, Intake Manifold with seemingly a Ford carb that replaced a old # 54 Stromberg they used on 1954, 239CID "Y Blocks".
The thing on the side is not a spark control, it is a "Dash Pot' generally used with Fordomatic A/Ts to prevent slaming on a down shift if/when the throttle was lifted too fast. . . . .
