What am I doing wrong?

I have sent a couple of PM's but they never get out of my "outbox". Is it because the user is not logged on? I got a message returned say the message had been sent, but it never goes to the sent box, it stops in the outbox.

I believe it stays in the out box until it gets opened & read on the other end, then it changes to the sent box. Usually the member will get an e-mail alerting them about a PM waiting, maybe he has that feature turned off on his end, so he doesn't know.
